Based an unofficial translation, Article 87 of Japan's Civil Aeronautics Act, pilotless aircraft may be flown in Japan if permission is granted by the Minister of Land, Infrastructure, Transport and Tourism. Unofficial sources indicate UAVs may not be flown higher than 150 meters in Japan, and must remain at least 9 km away from airports.
